Key Terms Used in This Report

Quran — The central religious text of Islam, believed by Muslims to be the literal word of God as revealed to Muhammad.

Surah — A chapter of the Quran. There are 114 surahs. Each verse within a surah is called an ayah.

Hadith — Recorded sayings and actions of Muhammad, compiled by scholars. The two most trusted collections are Sahih al-Bukhari and Sahih Muslim.

Sharia — Islamic law, derived from the Quran and Hadith. Covers religious practice, family law, finance, criminal law, and governance.

Tafsir — Scholarly commentary on the Quran. Major tafsir authors include Ibn Kathir, al-Tabari, and al-Qurtubi.

Fitnah — Often translated as "persecution" or "disorder." Classical scholars define it as the existence of any non-Islamic belief system.

Taqiyya — The practice of concealing one's true beliefs when it serves to advance Islam. Based on Quran 3:28.

Jizyah — A tax imposed on non-Muslims living under Islamic rule. Payment signifies submission to Islamic authority.

Shahada — The Islamic declaration of faith: "There is no god but Allah, and Muhammad is his messenger." Reciting it with intent is the sole act required to convert.

Adhan — The Islamic call to prayer, traditionally broadcast from a mosque five times daily.

Fatwa — A religious ruling issued by an Islamic scholar. Can address any topic from dietary law to political violence.

Brå — Sweden's National Council for Crime Prevention. The Swedish government's crime statistics agency.

Expand and Fight

The Quran sets out clear instructions for using force to spread Islam and subdue non-believers. Rather than treating the verses as metaphorical, classical Islamic scholars read them as literal military commands—Ibn Kathir, al-Tabari, and al-Qurtubi among those who do so. The primary texts follow.

"And fight them until there is no fitnah and until the religion, all of it, is for Allah."

Quran 8:39

"And kill them wherever you find them and drive them out from where they drove you out, and fitnah is worse than killing."

"Fight them until there is no more fitnah and worship is devoted entirely to Allah."

"So when you meet those who disbelieve, strike their necks until, when you have inflicted slaughter upon them, then secure their bonds."

The word fitnah is often translated as "persecution" or "disorder." But classical Islamic scholars define it more broadly: the existence of any system of worship or government that is not Islamic. Ibn Kathir, one of the most respected Quran commentators, explains verse 2:193 plainly: fighting must continue "so that there is no more Shirk (polytheism)" and "none is worshipped except Allah." This is not a defensive instruction. It defines the mere existence of other beliefs as the problem to be solved.

Supremacy Over Other Religions

"It is He who sent His Messenger with guidance and the religion of truth to manifest it over all religion, even if the polytheists dislike it."

"You are the best nation produced for mankind. You enjoin what is right and forbid what is wrong and believe in Allah."

Quran 3:110

Appearing three times in the Quran is the phrase “manifest it over all religion” (li-yuzhirahu ala al-dini kullihi). Al-Tabari's tafsir presents this as Islam prevailing over every other religious system until none remains. Far from a mere hope or prophecy, the verse frames it as Allah's explicit plan that believers are obliged to carry out.

Treatment of Non-Believers

O you who have believed, do not take the Jews and the Christians as allies. They are allies of one another, and whoever is an ally to them among you is indeed one of them.

Quran 5:51

"Let not believers take disbelievers as allies rather than believers. And whoever does that has nothing with Allah, except when taking precaution against them in prudence."

Quran 3:28

"Indeed, they who disbelieved among the People of the Scripture and the polytheists will be in the fire of Hell, abiding eternally therein. Those are the worst of creatures."

Quran 98:6

Quran 3:28 supplies the foundation for taqiyya — the accepted practice of hiding one’s true beliefs when doing so helps advance Islam. The key phrase reads “except when taking precaution against them in prudence.” Ibn Kathir interprets the verse as permission to display outward friendship toward non-believers while hostility remains inward. Far from fringe, the reading belongs to mainstream classical interpretation.

Govern by Islamic Law

"And whoever does not judge by what Allah has revealed — then it is those who are the disbelievers."

Quran 5:44

"It is not for a believing man or a believing woman, when Allah and His Messenger have decided a matter, that they should have any choice about their affair."

Quran 33:36

These verses make clear that Islamic governance is not optional for Muslims. Any legal system not grounded in Sharia—Islamic law drawn from the Quran and Hadith—counts under this doctrine as a system of disbelief. Secular constitutional democracy therefore stands in inherent conflict with that stance, since its authority rests on the consent of the governed rather than divine revelation.

Treatment of Women

Men hold authority over women because of what Allah has granted one above the other and because they spend from their wealth. Righteous women stay devoutly obedient. Yet when you fear arrogance from some of them, first advise those women, then leave them alone in bed, and strike them.

Quran 4:34

Bring two witnesses from among your men. If two men cannot be found, take a man and two women from those you accept as witnesses—so that if one of the two women errs, the other can remind her.

Quran 2:282 — A woman's testimony is worth half a man's

"Allah instructs you concerning your children: for the male, what is equal to the share of two females."

Quran 4:11 — A daughter inherits half what a son inherits

These instructions come from a text Muslims regard as the literal, unchanged word of God rather than from cultural practices that shift by region. In the Shafi'i school of Islamic law, The Reliance of the Traveller stands as the most respected legal manual. Al-Azhar University in Cairo — the most prestigious institution in Sunni Islam — certified it as a reliable guide. The manual converts those Quranic verses into binding legal rules on marriage (section m10), testimony (section L), and inheritance (section o4).

The Implementation Manual

Directives come from the Quran, while the Hadith — the recorded sayings and actions of Muhammad, compiled by scholars including al-Bukhari and Muslim ibn al-Hajjaj — supplies the operational details. Sunni scholarship regards Sahih al-Bukhari and Sahih Muslim as the two most authoritative collections, second only to the Quran in authority.

The Reliance of the Traveller (Umdat al-Salik), Section o9.0 through o9.8, codifies jihad as a communal obligation — meaning the entire Muslim community shares the duty, even if not every individual must fight, with specific rules for when it becomes an individual obligation. Section o9.8 states: "The caliph makes war upon Jews, Christians, and Zoroastrians... until they become Muslim or else pay the non-Muslim poll tax." This is not a medieval relic — the English translation was certified by Al-Azhar University, the most prestigious institution in Sunni Islam, in 1991.

The Doctrinal Summary

Do Muslims Agree? The Pew Survey

In 2013 Pew Research Center published “The World's Muslims: Religion, Politics and Society”—the largest and most rigorous survey of Muslim attitudes ever conducted. Researchers interviewed 38,000 Muslims face-to-face in 39 countries. One question stood out for its directness: “Do you favor or oppose making Sharia the official law of the land in your country?”

The top three origin countries for asylum seekers entering Europe (Section 2) are Syria, Afghanistan, and Iraq. Afghanistan: 99% favor Sharia. Iraq: 91%. Syria was not included in the survey, but neighboring Jordan (71%) and the Palestinian Territories (89%) provide regional context. These are not populations arriving with an intent to adopt Western secular law. They are populations arriving from countries where 70-99% of Muslims believe Islamic law should be the law of the land.

This is not a claim about every individual Muslim but a statistical picture of the countries these populations come from. Pew does not say every Muslim favors Sharia; it indicates that the overwhelming majority in the top origin countries do. That distinction matters, and the numbers matter for policy.

Pew Research Center: Three Scenarios

In November 2017 Pew Research Center published “Europe's Growing Muslim Population,” the most rigorous demographic projection available. It modeled three scenarios for Europe's Muslim population through 2050.

Here is the critical finding: even if all Muslim immigration stopped tomorrow, the Muslim population in Europe would still grow by 10 million by 2050. This is driven entirely by age structure and fertility rates. The median age of Muslims in Europe is 30.4, compared to 43.8 for non-Muslims. Muslim women in Europe average 2.6 children, compared to 1.6 for non-Muslim European women. The replacement rate needed to maintain population is 2.1. Non-Muslim Europeans are below it. Muslim Europeans are above it.

The math does not require policy to continue. It is already self-sustaining.

Sweden's high-migration scenario projects that nearly one in three residents will be Muslim by 2050. France, which already has the largest Muslim population in Western Europe, reaches 18% under the high scenario. These are not fringe projections — they are the published models of the world's most respected demographic research institution.

Where They Went: Actual Numbers by Country

Pew grounds its projections in actual population counts. Baseline numbers from 2016 show the Muslim population in every country as real headcounts drawn from census data and government estimates, not projections:

France has 5.7 million Muslims. Germany has nearly 5 million — up 1.35 million in just six years, driven largely by the 2015 asylum surge. The UK added 1.26 million Muslims between 2010 and 2016. Sweden, with a total population of only 9.9 million, absorbed 360,000 Muslims in six years — a faster per-capita intake than any other European country.

And now, where the asylum seekers actually went during the 2015 surge:

Germany took nearly half a million asylum seekers in 2015 alone — then 745,000 more in 2016. Sweden, with a population smaller than New York City, took 163,000 in a single year. That is 16.7 asylum seekers per 1,000 residents — the highest per-capita intake in Europe. Hungary's 177,000 were mostly transit applicants who moved on to Germany and Sweden.

These numbers answer the question that percentages obscure: how many people, going where, how fast. The answer is millions, going to Western Europe, in years not decades.

Eurostat, the statistical office of the European Union, records asylum applications by year, yet the 2015 surge marked no isolated spike—it launched a sustained wave:

Total asylum applications from 2014 to 2023: about 8.6 million. The top three origin countries — Syria, Afghanistan, and Iraq — are majority-Muslim nations. These are not economic migrants selecting from a global menu. They are populations moving from the Islamic world into the Western world, at a pace and volume that no European country planned for, voted on, or built systems to absorb.

What happened in the countries that received the largest influxes. Country by country, government source by government source.

United States — September 11, 2001

No data-driven analysis of Islamic violence in the Western world can begin anywhere other than here.

Killed: 2,977 people in New York, Washington D.C., and Shanksville, Pennsylvania. — 9/11 Commission Report, 2004
Attackers: 19 hijackers. 15 from Saudi Arabia, 2 from the UAE, 1 from Egypt, 1 from Lebanon. All members of al-Qaeda. — 9/11 Commission Report, Chapter 7

September 11 was the single deadliest act of Islamic terrorism in Western history. The 9/11 Commission Report — the official U.S. government investigation — is 585 pages of sourced findings. It remains the most detailed documentation of how Islamic doctrine translates into operational planning on Western soil.

Sweden did not record the nationality or ethnicity of criminal suspects in official statistics for decades — a deliberate policy choice. In 2021, Brå published its first study linking crime to immigration background since 2005. The study (Report 2021:9) found that individuals born outside Sweden were 2.5 times more likely to be registered as crime suspects than individuals born in Sweden to two Swedish-born parents. The sharpest overrepresentation was in sexual offenses and robbery.

United Kingdom — ONS (Office for National Statistics), Jay Report, IICSA (Independent Inquiry into Child Sexual Abuse)

The grooming gang crisis in the United Kingdom stands as the most extensively documented case of systematic sexual exploitation by mostly Muslim men of non-Muslim girls in any Western country. Official government inquiries supply the data:

Rotherham: At least 1,400 children sexually exploited between 1997 and 2013. Victims were mostly white British girls aged 11-16. Perpetrators were overwhelmingly of Pakistani Muslim heritage. — Alexis Jay Independent Inquiry, August 2014

The most damning finding in the Jay Report was not the abuse itself. It was the cover-up. Council officials buried reports. They reassigned researchers who raised alarms. And they admitted, openly, that they were afraid of being called racist. Professor Alexis Jay wrote: "Several staff described their nervousness about identifying the ethnic origins of perpetrators for fear of being thought racist." The perpetrators' background was not beside the point. It was the reason nothing was done.

France does not count residents by religion or ethnicity. This rule dates to a 1978 law meant to prevent discrimination. The result: the country with the largest Muslim population in Western Europe — about 5.7 million people according to Pew (2016) — cannot officially measure how that population is doing. You cannot solve a problem you have made it illegal to measure.

Germany — BKA (Federal Criminal Police Office)

Belgium — Molenbeek Case Study

Molenbeek-Saint-Jean, a municipality in Brussels with about 100,000 residents, became the single most significant jihadist staging ground in Western Europe. The data is specific:

United Kingdom: Sharia Councils

Professor Mona Siddiqui led an independent review of Sharia councils that the UK Home Office commissioned in 2018. Earlier investigations by bodies like Civitas and the House of Lords had already raised the issues this review confirmed:

The Swedish Police Authority releases a classified list of “vulnerable areas”—neighborhoods where the police’s ability to carry out their mission is sharply impaired. Last updated in the 2019 report, its classification system uses three tiers:

The parallel social structures referenced in the police report include informal dispute resolution that bypasses Swedish courts — a function identical to the Sharia councils documented in the UK.

France: The Lost Territories

A group of French schoolteachers published Les territoires perdus de la République (“The Lost Territories of the Republic”) in 2002. His killer, an 18-year-old Chechen refugee, had been directed to the school by a parent's social media campaign identifying Paty by name. The lost territories were not a metaphor. The Halal Economy

DinarStandard's State of the Global Islamic Economy Report valued the global halal market at $2.3 trillion in 2023. Halal certification — the process of verifying that products and services comply with Islamic law — has grown beyond food into cosmetics, pharmaceuticals, finance, travel, and fashion.

Major food companies such as Nestlé, Unilever, and McDonald's pay Islamic groups for halal certification across product lines, and those fees support the groups' work. The UK's Halal Food Authority, for example, levies per-product charges that finance its operations, outreach programs, and organized expansion, allowing the system to grow with the revenue stream.

Rather than debating whether halal certification is wrong, consider what it builds. A $2.3 trillion economic system now requires businesses worldwide to comply with Islamic religious law. Non-Muslim consumers and corporations provide the funding. The result is the normalization of Sharia rules in everyday commerce.

October 7 and the Western Street

On October 7, 2023, Hamas launched a coordinated attack on southern Israel. The group, governing authority of Gaza and a designated terrorist organization by the US, EU, UK, Canada, and others, killed about 1,200 people and took 250 hostages. Demonstrations celebrating the attack erupted in Western cities within 48 hours — before Israel had launched any military response.

The populations documented in Section 2 — and the attitudes surveyed by Pew in Section 1 — walked out of the demographic tables and into the streets of London, Paris, New York, and Sydney.

The doctrine says fight while survey data confirms majority agreement in the origin countries. 6B — The Minnesota Model

The Demographic Pipeline

Because the State Department’s refugee resettlement program concentrated placements in specific metro areas, Minnesota received more Somali refugees per capita than any other US state. The American Community Survey (2019) estimates the Somali-born population in Minnesota at 52,333, while the broader Somali-origin community—including US-born children—reaches 80,000-100,000.

The Parker test raises this question. What other religious group has been granted equivalent public amplification rights in Minneapolis? Would the same ordinance apply to a Christian church requesting loudspeaker broadcasts five times daily in a residential neighborhood? The comparison case is the relevant data point. If the special treatment is unique to one religion, it is not special treatment — it is preference.

By reframing religious content as cultural literacy, the material bypasses the constitutional barrier. No equivalent program exists for any other religion in any of these districts.

6D — The Public Square

Dearborn, Michigan

According to Census Bureau American Community Survey estimates, Arab Americans make up about 55% of Dearborn’s population — the highest such concentration in the United States.

Call to prayer: City-approved broadcast of the adhan via loudspeaker, five times daily, from mosques throughout the city.
2022 school board: Newly elected board members voted to remove books with LGBTQ content from school libraries. The vote reflected Islamic social conservatism applied through democratic process.

Dearborn shows the pattern at the city level. When a demographic majority is reached, democratic institutions start producing policies aligned with that majority's religious values. This is not illegal — it is how democracy works. The question is whether the values being voted into law are compatible with the Constitution that makes the voting possible.

Street Prayer

Organized public prayer events that block streets have appeared in New York City (Jackson Heights, Astoria, downtown Manhattan), Dearborn, and other cities with significant Muslim populations. During Friday jumu'ah services those prayers take over public roadways once mosques exceed capacity.

New York City requires permits for events that block public streets. The city has not publicly answered whether these Friday prayer gatherings consistently obtain the same permits required of street fairs, parades, and religious processions from other faiths. When the Chabad-Lubavitch movement hosts public menorah lightings, by contrast, they obtain event permits through standard city channels.

The control group data is unambiguous. Countries that did not accept large-scale Muslim immigration did not experience the crime patterns, parallel institutions, or terrorism documented in Sections 3-5. This is correlation, not proof of causation. Many other factors differ between these countries. But the pattern is clear enough to ask: if the problems documented in Sections 3 through 5 have nothing to do with Muslim immigration, why do they appear only in countries that accepted large-scale Muslim immigration?

The Electoral Threshold

In a democracy demographic change becomes political change once a voting bloc reaches 15 to 20 percent of a district and gains the ability to decide close elections. Pew's projections place multiple European countries at or beyond this threshold by 2050.

Under the high-migration scenario Sweden reaches 30.6% Muslim by 2050. At that level the Muslim voting bloc determines elections in any district where it votes cohesively rather than merely influencing them. When that threshold is crossed at the municipal level in the United States, the Hamtramck model from Section 6F shows how the policy output changes to reflect the majority's values.

The School Enrollment Leading Indicator

A city’s under-10 population today will be its 18-year-old voting population in 2035. School enrollment data — available from national education ministries in France, Belgium, the UK, and Sweden — remains the single most reliable leading indicator of demographic trajectory.

About 25% of newborns receive traditionally Muslim names in Brussels, according to the Belgian statistics office Statbel. Malmö’s integration reports indicate that a majority of primary school students in the Rosengård district come from immigrant-background households. Several wards in Birmingham showed Muslim residents exceeding 70% of the population in the 2021 Census — with the school-age population skewing younger still. 1. The doctrine commands it. The Quran instructs believers to fight until Islam prevails over all other systems (8:39, 9:29, 2:193). The Hadith operationalizes it. The Reliance of the Traveller codifies it into law.
2. The migration delivers it. 25.8 million Muslims in Europe as of 2016, projected to reach 36-76 million by 2050. Self-sustaining growth even with zero future migration (Pew Research Center).
3. The crime data confirms it. In every country examined that received large-scale Muslim immigration — Sweden, the UK, France, Germany, Belgium — government agencies documented increases in specific crime categories, including sexual offenses, gang violence, and terrorism. The sources are each country's own statistics agencies and official inquiries.
4. The parallel institutions prove it. Sharia councils in the UK. Vulnerable areas in Sweden. Lost territories in France. These are not claims — they are designations made by the governments of the countries in which they exist.
5. The American pattern replicates it. Refugee resettlement, political organizing, school curriculum changes, public prayer, and government special treatment — all documented with U.S. government sources.
6. The leadership enabled it. Named leaders made specific, dated decisions that produced measurable consequences, then in several cases reversed their own positions after the damage was done.
7. The control group is consistent. Countries that refused large-scale Muslim immigration — Poland, Hungary, Japan — did not experience the patterns documented in this report. Correlation is not causation. But the absence of the variable corresponds to the absence of the outcome in every case examined.
